To turn off chat in TF2, open the options menu, go to the 'Multiplayer' tab, and uncheck 'Enable Voice in this game'. For text chat, type 'hud_saytext_time 0' in the console.

Pro tip: Mute annoying players from the scoreboard by right-clicking their name and selecting 'Mute Player'.

Real talk, you can't fully turn off text chat but adjusting 'hud_saytext_time' to 0 effectively hides it. GG!

Easy peasy! Just open the console with the Tilde (~) key and type 'cl_chatfilters 63' to disable text chat in TF2.
