Unfortunately, there's no direct way to turn off Quick Resume on Xbox Series X. But, you can manually quit games from the Xbox guide by highlighting the game tile, pressing the menu button, and selecting 'Quit'.

You can't completely disable Quick Resume on Xbox Series X. If you want a game to stop using it, quit the game manually via the menu button.

Been using the Series X since launch, and there's no option to turn off Quick Resume. The best you can do is manually close each game.
