In GTA San Andreas, unlocking new cities is all about story progression, mate. Just keep plowing through those main story missions. Each city opens up as you hit certain milestones in the storyline. Los Santos is your playground from the get-go, but to stretch your legs in San Fierro and Las Venturas, you've gotta put in the work and advance that plot!
