You don't unlock Devil Kazuya separately in Tekken 7. Just pick Kazuya and transform mid-match using his Rage Art by pressing R1!

Devil Kazuya isn't a separate character in Tekken 7. Transform by executing Kazuya's Rage Art (R1) or Rage Drive (F,N,D,D/F 1+2).
