Honestly, just get a save file online. It's the quickest way to get him.

You gotta beat Tekken Force mode three times and then win against Doctor B. in the final battle. He's tricky, but it's worth it!

I just used a cheat code to save time. Enter: Down, Down, Down, Left + Square. Voila, Doctor B. unlocked!
