Motaro can't be unlocked as a playable character in Ultimate Mortal Kombat 3, but you can fight against him in the game. To get to him, you'll have to battle your way through the arcade ladder and face him as a boss!

Ultimate Mortal Kombat 3 doesn’t allow players to unlock Motaro. You can only encounter him as an opponent during the game’s arcade mode. Keeping it boss status!
