If you want to unlock Akuma, just beat Arcade mode with a character you've already beaten the game with, having at least one perfect round and no continues!

To unlock characters in Street Fighter 4, you need to complete the Arcade mode with specific characters. For example, beat the Arcade mode with Ryu to unlock Sakura! Keep playing and you'll unlock them all!
