First, you gotta hit Mastery Rank 4, build your Clan Dojo, and then research the Railjack Cephalon Blueprint in the Dojo. Once that's done, craft the Railjack Cephalon Blueprint in your Foundry, and you鈥檒l be on your way to unlocking Rising Tide!
