If you're playing Mortal Kombat Trilogy on the Nintendo 64, press Up + L + R at the character select screen to access a secret menu where you can unlock Shao Kahn.

To unlock Shao Kahn in Mortal Kombat Trilogy on the PlayStation, enter the Kombat Kodes 191 191 before a two-player match. Enjoy dominating your friends!

On the Sega Saturn, you can unlock Shao Kahn by holding X + Y + Z on the character select screen. Release them when the match starts. You're welcome!
