To unlock the Third Sea in Blox Fruits, you need to be at least level 1500. Once you hit this level, talk to the NPC called the King Red Head on the Second Sea. He'll give you a quest to defeat Rip Indra. Complete this quest, and you're good to go!

Level 1500, then talk to King Red Head in Colosseum (Second Sea). Finish the Rip Indra quest. Boom! You're in the Third Sea!
