Just go to the character select screen, highlight your character, and then press Start instead of X. Boom, alternate costume unlocked!

On the character select screen, press R1 while highlighting your character. You'll see them switch to their alternate costume.

Alternate costumes are overrated. Just play as is and focus on your moves. It's Mortal Kombat, not a fashion show.
