Hit Over Limit level 3, use an Arcane or higher arte, and hold the button. Boom! Burst Arte unleashed!
To use Burst Artes in Tales of Vesperia, make sure the Over Limit gauge is at level 3 or higher. Then, perform an Arcane, Altered, or Intermediate spell, and immediately follow up by holding the Arte button.
I found that you need to be in Over Limit 3+ and then hold the arte button after an Arcane Arte to use Burst Artes. Don't forget to check if your character has learned the Burst Arte first!
