Honestly, just tap and hope for the best. It's not rocket science, but make sure you're not in the middle of a boss's combo move.
In combat, hit the item button in the bottom corner, select your potion or buff, and then choose who gets it. Out of combat, just open your bag through the menu, find the consumable, and use it. Easy peasy.
