You just hit the right arrow on your D-pad and move the right stick to select, or on PC, press the key assigned to the consumables menu. Simple as that!
Easy peasy! Just hold down the D-pad on your controller or the corresponding key on your keyboard, pick the consumable from the quick-select menu, and you're good to go!
Hold down the D-pad or the corresponding key on your PC, and select your consumable from the menu. Your character will use it immediately.
