To use Goro in Mortal Kombat 4, you need to unlock him via a cheat code. On the character select screen, quickly press and hold Down + Start. You'll see a random select box, and Goro will be one of the characters you can choose!

Goro isn't in Mortal Kombat 4 for standard play, it's more about the newer games if you're looking to smash some bones with him.
