In my experience, hitting down on the D-pad while aiming toggles the scope on consoles. Helps a lot when you're trying to get a bead on someone from a distance. Missions got way easier once I figured that out.
To use a scope in GTA 5, first, make sure you've got a weapon that actually has a scope. Then, simply aim with your weapon (L2 on PlayStation, LT on Xbox, or right-click on PC), and press the appropriate button: down the D-pad on consoles or scroll the mouse wheel up on PC. Bam! You're now looking through your scope, ready to make those precise shots.
