Seed packets in Plants vs Zombies 2 are basically your ticket to stronger plants. You collect these packets throughout the game and then head into the 'Almanac'. Find the plant you want to upgrade, and if you've got enough seed packets for it, you can level it up. This boosts the plant's stats, like making them do more damage or reducing their sun cost.
