It's pretty easy, actually! Items you store in Fallout Shelter, like weapons or outfits, are used by assigning them to your Dwellers. Just tap on a Dweller, hit the 'Equip' button, and choose from the items you've got stored. If you're looking to use resources like food, water, or power, that's automatically done by your vault; you just need to make sure you're producing enough to meet demand!

Not sure why everyone makes it sound so complicated. If it's in storage, you just use it by equipping it on your Dwellers or it gets used up as your vault needs it. No need to overthink it.
