Just wait until nighttime, find the Moon Charms in the fields, and head over to the Moon Charm Machine by the 15 Bee Gate to use them.
I've found the moon platforms activate when you collect Moon Charms, which are only available during night. Then, you can use them to level up your bees at the Moon Charm Machine near the 15 Bee Gate.
Moon platforms? Just collect Moon Charms at night and use them at the dispenser. Easy peezy!
