You gotta build the windmill first, requiring workbench range and some resources. Once built, insert barley in the input area, and wait for that sweet barley flour to pop out.

You need to feed barley into its input slot, and it will spit out barley flour. That鈥檚 literally it!

First, build your windmill using 30 wood, 20 stone, and 30 iron nails. Then, place barley in the input slot, and the windmill will grind it into barley flour, which you'll use for higher-tier cooking recipes. Easy peasy!
