Winning horse races in GTA 5 every time isn't guaranteed due to the random nature of the races. However, betting on the horse with the best odds increases your chances. Honestly, there's no surefire way to win every time. The races are designed with RNG (random number generation), so it's all about luck. But, always betting on the horse with the lowest odds of winning (like 1/1, 2/1) seems to work out more often than not. Not exactly a cheat code, but hey, it's something.
