Nope, a Mega Pokemon card isn't considered a Stage One card. Think of it as a special form of evolution that comes after a Pokémon evolves from its Basic form. It's more like a bonus stage, specifically for that Pokémon only, and it requires the Pokémon it evolves from to be in play.

Mega Pokemon cards are in their own league! They're not Stage One, they're Mega Evolution cards, which means they evolve from Pokémon-EX, not from Basic Pokémon.
