Nope, Gaara is not a jinchuriki in Boruto. Shukaku, the One-Tail, was extracted from him way back in Naruto Shippuden and hasn't been resealed in him.

No, Shukaku was extracted during Naruto Shippuden and his position as Kazekage doesn't involve being a jinchuriki anymore.
