Yup, Gintama: The Final is canon. It actually wraps up the series! But the first movie, Gintama: The Movie, is just a retelling of the Benizakura arc with better animation.

As a long-time fan, I can confirm Gintama: The Final wraps up the series officially. The earlier movies, especially the first one, are more like enhanced recaps.
