I've used both. Ice fruit gives you better utility with its freezing abilities and mobility on water. Flame fruit is more offensive with higher damage output.

Ice fruit lets you walk on water and has excellent stuns, making it great for PvP. Flame fruit is better for grinding with its high AoE attacks. Depends on what you're looking for!
