Nope, One Piece and Dragon Ball are not in the same universe. Each has its unique setting and characters. Eiichiro Oda created One Piece, while Akira Toriyama is the mind behind Dragon Ball. They do share a publisher, Shueisha, and have had crossover specials, but officially, they exist in separate universes.
