Nope, One Piece and Dragon Ball are not in the same universe. Each has its unique setting and characters. Eiichiro Oda created One Piece, while Akira Toriyama is the mind behind Dragon Ball. They do share a publisher, Shueisha, and have had crossover specials, but officially, they exist in separate universes.

Absolutely not. One Piece sails in the Grand Line, and Dragon Ball flies around with Nimbus clouds and space travel - totally different playgrounds.

Nope, but wouldn't it be cool? Imagine Luffy trying to stretch out for a Dragon Ball or Goku going Super Saiyan on a Sea King! Sadly, they're separate, but both are epic in their own right.
