Well, not really. I mean, sure, Oda-san respects Dragon Ball a lot, but One Piece is its own beast. It's like saying every band with a guitar is inspired by The Beatles. Both have their unique flavors; One Piece is all about pirates and the sea, not martial arts and aliens.
