Afraid not. Plague Inc. isn’t part of Xbox Game Pass. It's definitely on Xbox, though, just not included with Game Pass. Get ready to cough up a few bucks!

From what I know, Plague Inc. isn't available on Xbox Game Pass. I've got Game Pass Ultimate and just double-checked the library. No luck! Maybe in the future?
