Rockstar hasn't released a 60FPS patch for RDR2 on Xbox Series X. So, you're stuck with 30FPS for now.

Nope, Red Dead Redemption 2 runs at 30FPS on the Xbox Series X. Still looks gorgeous, though!

I play RDR2 on the Xbox Series X and can confirm it's capped at 30FPS. Fingers crossed for a future update!
