Sand is better.

From my experience, Rubber is great for close combat and has some cool abilities, but Sand's attacks are better for PvP due to the AoE damage and flight.

TBH, Rubber is more fun to use if you like bouncing around the map. Sand is more serious business with its area damage and flight.

Depends on what you mean by 'better.' Rubber makes you immune to Rumble attacks, but Sand lets you fly and has high damage skills.
