Nope, Shanks isn't the villain in One Piece Film Red. The movie introduces Uta, Shanks' daughter, as the central character. The plot revolves around her and her ideals clashing with the world. While Shanks plays a crucial role, he's not the antagonist. You could say he's more of a 'complicated' figure, but definitely not the bad guy in the traditional sense.
