Yes, Sindel is available in Mortal Kombat XL as a non-playable character in the story mode and as an opponent in specific versions of the towers. Unfortunately, you can't play as her.

I've hoped for Sindel to be playable in Mortal Kombat XL so many times, but she's only in the background scenes and story mode. Bummer!
