From my experience, you can set up an Xbox as a 'home console' to share one Xbox Live Gold subscription among multiple accounts on that console. Works like a charm for my family!

Sadly, Xbox doesn't have a family plan for Xbox Live. Maybe in the future though!

No, there's no dedicated family plan for Xbox Live right now. Your best bet is Xbox Game Pass Ultimate, which includes Xbox Live Gold and you can share the benefits with your family through the home console setting.
