Absolutely no limit on mulligans, but remember, each mulligan gives your opponent an extra card. It's like a small penalty for not having a Basic Pokemon in your starting hand. So while you can mulligan as much as needed, it's not something you want to do a lot.

Mulligan limit? Nah, reshuffle away my friend. But more mulligans = more cards for your opponent. Not exactly a strategy, but a last resort.

Nope, no limit! In the Pokemon TCG, if you draw a starting hand without any Basic Pokemon, you've gotta show your hand to your opponent and redraw until you get at least one. It keeps going until you get a Basic Pokemon, no matter how many times you gotta shuffle and redraw. Your opponent gets to draw an extra card for each of your mulligans though, so try to balance your deck to avoid it as much as possible!
