Yes, but sorta indirectly. Season 3 (Tokyo Ghoul:re) starts with a time skip and introduces a bunch of new characters. It's kinda like a fresh start, but you'll still see old faces pop up!

Technically yes, but Season 3 goes a totally different direction. It can be confusing, but worth it if you love the series!
