Nope, Uta isn't dead in One Piece. She's actually a pretty recent character introduced in the franchise through the film 'One Piece Film: Red'. Since movies are generally considered non-canon to the main story, anything happening there doesn't directly affect the main series. So, as far as the manga and anime are concerned, she's not even part of that world to begin with!
