Zenitsu's speed when using Thunder Breathing is insane! But don't forget about people like Tengen Uzui or Sanemi Shinazugawa, who are also incredibly fast.
Zenitsu can only achieve such speed when he's unconscious or in a deep state of concentration. So, he's fast, but with some caveats.
