actually, ghouls aren't a thing in Fallout Shelter like they are in the main Fallout games. You manage radiation but your peeps don't turn into ghouls if they get too radiated, they just suffer the typical health consequences.

Ghouls in Fallout Shelter are basically dwellers that have been overexposed to radiation, turning them into what you see. They're not a separate type of dweller you can just recruit or find wandering into your vault, unlike in other Fallout games. They don't show up as unique characters you manage. The game focuses more on managing your vault and keeping your dwellers safe from radiation, rather than dealing with the consequences of too much exposure. So, don't expect to see a ghoul walking around your vault!
