Actually, it's pretty straightforward. Just slap some hydraulics on your lowrider, and you control the suspension with the right stick or your numpad. Easy peasy.

Gotta correct you guys, you can't 'control suspension' on every car in San Andreas, just the ones with hydraulics. So, if you're rolling in a vehicle that's not a lowrider or doesn't have hydraulics, no bouncy fun for you.
