If you're into cavalry, get Cao Cao up there. His speed and damage make him a beast in the field, especially for hitting enemies and running.

Richard I is basically a brick wall with a sword. Max him for defense and healing that's almost unfair.

LVL up Minamoto if you plan to spend a bit, he's one of the best early game commanders for fast power leveling and killing barbarians. Just trust me on this.
