Actually, it's easier to list where you *can't* find them. Pokémon cards are massively popular, so from South Korea to South Africa, and Mexico to Russia, you're gonna find them. If there's a demand, there's supply!

Just check any local game store or big retailer; chances are, they have a Pokémon TCG section. Been collecting since I was 10, and I've scooped up packs in at least five different countries with no issue.
