Loud alarm = BAD NEWS, like a disaster or attack. Cash register sound = Good news, like you've earned some caps or completed a quest. Basically, if it sounds scary, start prepping!

Don't read too much into it. Most sounds are just there to make the game feel alive. Like, yeah, alarms mean trouble, but not every sound is a deep mystery.
