To spawn items in Subnautica, hit F3 to bring up the debug menu, then press F8 to free your mouse. Uncheck the 'Disable Console' option, hit Enter, and then type 'item [itemname] [quantity]' in the console to get your stuff!

From personal experience, I can confirm you need to press F3, then use F8 to uncheck 'Disable Console'. Once that's done, press Enter or the tilde key, type 'item [name] [quantity]'. Instant loot!
