Basically, 'E' means you're about to hit your opponent with a more painful version of your special move. It costs meter but is worth it!

In Mortal Kombat 11, 'E' stands for 'Enhanced' and refers to powered-up versions of special moves that cost a bar of the offensive gauge.

E is for Enhanced attacks, i.e., better, stronger, faster moves, but they consume some of your meter. Totally worth it!
