Fill means you'll be matched with random teammates if you're not part of a full squad, while No Fill means you're going solo or just with your current party!

Fill = Random teammates. No Fill = Solo or just your squad.

I've used both! 'Fill' is great if you want to meet new people, but 'No Fill' lets you rely on just your friends (or your own skills).
