It's a trick question! There isn't an item called 'the feather' in The Binding of Isaac. Double check the item name!
Oh, you mean those feathery white tears? That's the Dead Dove item! It gives you flight and spectral tears so you can float over stuff and shoot through rocks.
That would be the 'Belial's Feather' trinket! It replaces all devil deals with angel deals as long as you have it. Quite handy for a holy run!
