Lei Wulong took a nap and missed most of Tekken 7's launch! He was added in later as DLC, so you gotta download him to join the battle.

Namco decided Lei needed some beauty sleep and introduced him as a DLC character in the Season 2 pack. Gotta buy the pack to play as him.

Lei Wulong wasn't in the base version of Tekken 7 (BOO!). They added him as DLC in Season 2, so you gotta pay if you wanna play.
