I tried changing my civilization once. In addition to new buildings and units, I received a one-time civilization change token, which allowed me to switch without any drawbacks. Just remember that some progress might need re-adjusting!
Changing civilizations in RoK means you get new units and bonuses, but you may have to adjust your strategy.
