It's just a group of friendly NPCs you can trade with. Sometimes they're nice, sometimes they're... not.
Enclaves are basically like mini-factions in the game, where you can build relationships and get unique benefits if you play your cards right.
From my experience, enclaves are lifesavers! You can get essential resources and even recruit new members for your group if you help them out.
