PC Target Compensation in Apex Legends basically means aim assist. But here's the catch: it's specifically for controllers on PC. So, if you're rocking a controller instead of the classic keyboard and mouse setup, you get a bit of aim help to level the playing field against mouse users. I've been using a controller on PC for a while and let me tell you, target compensation makes a big difference. Helps keep things fair when you're up against mouse-users. Definitely not as OP as some people think, but it's a nice boost.

Absolutely not needed. If you're on PC, just use a mouse and keyboard. Aim assist is pretty much cheating.
